I woud use them for both. I've recently got into cards to use my scraps and smaller pads are perfect for cards. However I scrap lots of layouts with a full sheet of patterned background, and the smaller pads 9 as the print size is smaller ) are great for layering up.

At first I read the question wrong! LOL I thought it said would you use these to make cards with....my response was going to be heck ya, its PINK PAISLEE! But after re-reading my answer is -yes for cards they are the perfect size! Mini books is a good idea though! I just have to say 1 <3 PP!
I adore Pink Paislee, so I'd start with some cards with my new PTI stamps, and then do some photo mats for layouts, some edges for layouts, and I don't know what els...maybe some home decor!
They would definitely be used for layouts at my house. So pretty!

I love this size for mounting pictures for a layout with a larger border on one side for embellishments or journaling. Any leftovers would definetly be for cards!
